A. A self-described alcoholic, though he's never shown as getting drunk no matter how much he drinks which is an excessive amount.
B. A passive death-seeker, and is quite candid that he's basically looking for a good place to die.

PERMISSIONS
Can my character fight him? Sure, go ahead.
Can my character injure/maim/kill him Ask first, and will be on a case-by-case basis
Can my character hug or kiss him? Go ahead, just depending on who they are, he may literally yeet 'em for the trouble.
Can my character use mind-altering spells on him Ask me first, but he would not like it as a general rule.
OOC PERMISSIONS
Can I threadjack? If it's a public thread, sure. Otherwise ask.
Can I backtag Yes, please do.
Can my characters forth-wall Depends on the character, but the answer is most likely no.
MYDDVAI POWER OPT-OUT
As a Mermaid, Harlock gains a magical hypnotic gaze and mind-reading, he will Never use these powers consciously without express permission, but could end accidentally cause the euphoric effect due to lack of experience. Let me know if you don't want this at all.
